That group’s top six choices, augmented by three additional selections voted by the Academy’s Foreign Language Film Award Executive Committee, constitute the shortlist. The shortlist will be winnowed down to the five 2008 nominees by specially selected committees in New York and Los Angeles. The committee members will spend this Friday, Saturday and Sunday viewing three of the films each day.
The 81st Academy Awards nominations will be announced on Thursday, January 22, 2009, at 5:30 a.m. PT in the Academy’s Samuel Goldwyn Theater. The Oscar presentation also will be televised live in more than 200 countries worldwide.

No “Let the Right One In” for Norway?
You mention the “Phase 1″ committee consisting of several hundred Los Angeles-based members. Is that a committee – as a SAG actor who sees almost exclusively foreign films each year, about 85 – I could get onto? Or is this committee made up of only “Academy” voters, which I would find remarkable.
If it is open to others, I’m curious to know how I may apply to become a member.
Thanks
“Let the Right One In” is from Sweden, not Norway, and is not eligible before next year because of Academy rules. (It premiered in the US after September 30, 2008)
LET THE RIGHT ONE IN was not Norway’s submission this year (each country gets one submission). Norway submitted O’HORTEN. Although I agree that RIGHT ONE is a great film.
The Phase I committee is completely made up of Academy members as are any shortlisting committees for any of the awards.
embarassingly missing LET THE RIGHT ONE IN and GOMORRAH
TELL NO ONE. What happened to it? Very good French thriller. Probably made too much money at the box office (ha ha).
“Let the right one in” is from Sweden, not Norway, and wasn’t even Swedens pick för nomination.
TELL NO ONE was released in France in 2006, even though it took two years to make it here. France’s submission was “The Class” (“entre les murs”), obviously because of its palme d’or, and even though there were better, more deserving french films.
The omission of LET THE RIGHT ONE makes this list lack credibility, the rules should be CHANGED so this sort of travesty can’t continue happen. Because if a country can only pick one film, then if a movie breaks new ground or may not agree with the general politics of that country (GOMORRA) or maybe it spotlights an issue it finds embarrassing, it can merely not be chosen and therefore banished from consideration. LET THE RIGHT ONE IN is quite simply one one the best vampire movie you’ll ever see, THIS is the movie TWILIGHT WISHES that it was!
Barring Let the Right One In, I would have liked to see Mongol win. That was an outstanding film!
Does anyone doubt that Bashir will win? Why go through the motions, Academy?
and missing is Jordan’s CAPTAIN ABU RAED… probably too much of a crowd pleaser for their tastes. it wins all the audience awards, Sundance and MMoore’s Traverse City Fest included
Glad to hear that LET THE RIGHT ONE IN may be submitted for next year’s awards. It ought to win.
Apropos eligibility – DEFIANCE is mentioned as an Oscar-contender. Released Dec. 31 I thought it was ineligible?
