
This has become the latest example of the tough reality of dealmaking between networks and studios these says, particularly when the two are not vertically integrated.
Week and a half after CBS first handed Chaos a midseason order, there still is no deal and there is a possibility that it may not happen at all. Chaos producer 20th TV didn’t accept the original series pickup because it was for 8 episodes as opposed to the standard 13-episode pickup, making the series hard to impossible to sell internationally through studios’ standard output deals.
After 10 days of little movement, I hear CBS last night upped the order to 12 episodes (plus the pilot), accommodating 20th TV’s request. But there was a catch: the larger order came with a lower license fee. I hear the network was hoping that 20th TV could make up for the difference by taking advantage of the tax incentives from filming in Dallas. However, I also hear 20th TV already agreed to a reduced license fee when the original 8-episode order was made that accounted for potential Texas tax incentives and wouldn’t go for another license fee reduction. That put the two sides in another standoff.
With a 13-episode midseason order to the the Criminal Minds spinoff and a traditionally stable schedule (though the network took more risks than usual this year), CBS felt it only needed 8 episodes of a second midseason drama series and, to justify picking up more episodes than it needed, it decided to do it at a reduced price point. Also, Chaos is considered a little off-brand and thus riskier series for CBS as it has more humor than the network’s other hourlong shows.
Meanwhile, 20th TV felt it could only go so low in cutting the budget for a show that has an ensemble cast, revolves around CIA operatives (you know that would lead to an explosion or two) and has a standard for the look and the pace set by feature director Brett Ratner who directed the pilot.
When the network and the studio are part of the same company, it is easier to make a compromise as money basically moves from one pocket to another. But when they are not vertically integrated, everyone is focused on their own bottom line. Last year, 20th TV’s sister studio FtvS declined TNT’s renewal of Saving Grace after concluding that it couldn’t make the expensive drama series work financially in the framework of the license fee offered by TNT.
So CBS and 20th TV are back in holding pattern and, unless they reach a compromise, CBS may decide to stick with one midseason drama, the Criminal Minds spinoff, or revisit some of its other pilots, including medical drama Gimme Shelter, which was in contention alongside Chaos for a midseason order.

This has, sadly, gotten worse over the years. It’s been happening since around 2001. What a waste of money and resources to get to a point where a deal can’t even be made. I better system has got to be developed but not sure how. A network really doesn’t know, 100%, what they need until everything comes in to be screened. There still has to be a better way though.

Any chance this show could end up moving to Fox? Everything about this show sounds like Fox more than it does CBS.
Come on CBS, give Chaos a real chance. JAG was sometimes tongue-in-cheek and it managed to stick around for 9 years. And it spawned 2 of CBS’s most popular shows.
With ad buys up this year I’m surprised CBS’ corporate wheelhouse doesn’t have the stones. Chaos provides the best fail safe for another blah lineup of cop procedurals.

So, then, Nellie, are you saying that you’re in favor of vertical integration? Because the alternate is something called “competition.”
Having read ‘Chaos’, I’m not sure the fundamental issue is so much the bargaining between an unaffiliated studio and network but in an inherently pretty expensive show– there are tons of locations, standing sets are not used all that much, big cast, and, yes, explosions (if I recall). Not that there isn’t a place for that, but it seems like a big-swing show.
Isn’t there enough cop type shows on CBS now. What we need is a good doctor show. Gimme Shelter sounds great especially with Skeet Ulrich & Sissy Spacek.

Not enough medical shows on tv? Given maybe on CBS but give me a break. I like Skeet Ulrich as much as the next girl but for some reason he doesn’t strike me as the doctor type. I much pefer him as a blue collar hero that he’s proved again and again he excels at, ie Jericho. But at the risk of repeating my self this group of men that have been assembled for CHAOS are truly intrigueing. And I feel we will truly miss out if it is not picked up.
Chaos sounds like a fun, entertaining show and I adore Freddy Rodriguez! I expect he will be superb in this show.
Freddy Rodriguez was amazing as Rico Diaz in Six Feet Under, Gio Rossi in Ugly Betty and El Wray in Planet Terror.
I’m going crazy waiting to hear if Chaos has been picked up and there hasn’t been any news for weeks now. Do you have any updates on its status?
CBS Gimme Back Skeet! Please go ahead with Gimme Shelter. CBS already lost a great actor (Skeet Ulrich) when they cancelled Jericho! Then they passed on Back and now will possibly pass on Gimme Shelter. Please get Skeet back on the air before another network snatches him up. He is already being considered for Law and Order Los Angeles. He was awesome when he guest starred as Hollis Eckhart on CSI NY. CBS likes to give away gold……Skeet Ulrich is the most underated actor in hollywood. (not to mention his good looks!) He is so believable in every role he plays that he can make you watch anything!
