Most major cable companies have committed to supply broadband Internet access to low-income households for $9.99 a month, the Federal Communications System is expected to announce Wednesday. FCC chairman Julius Genachowski has made expanded broadband access a top priority, and he told the New York Times that with cooperation of the big cable companies “we can make a real dent in the broadband adoption gap.” No federal funds are being invested. The plan relies on the cooperation of private companies. Comcast, for example, began offering $9.99 monthly broadband to some low-income households this year after promising the F.C.C. that it would do so when it acquired control of NBCUniversal.
The low introductory price is meant to appeal to new customers who have never had broadband, either because it was not available or because of the cost or perceptions that it was not relevant to their lives. In addition to the low introductory price, a tech company will offer refurbished computers to low-income households for $150 and Microsoft will provide software. Morgan Stanley will help develop a microcredit program to make it easier for families to afford them. Job websites and education companies also will offer content that, in theory, will underscore the value of online access.
For eligible households — those with a child enrolled in school lunch programs who are not current or recent subscribers to broadband — the $9.99 monthly price will apply for a two-year period with the hope that afterward they will decide to pay more. The initiative will begin in the spring and reach all parts of the country by September 2012. Cable companies taking part include Time Warner Cable, Cox and Charter, and they are not expected to lose a lot of money because the $9.99 likely will cover the overhead costs of providing service. Two big telecom companies that opted not to participate are Verizon and AT&T.

Because low-income people who are responsibly choosing not to have children they can’t yet afford don’t deserve any help from yet another poverty-alleviating program that shuts out reproductively responsible people, as almost all of these programs do. It’s not like people without kids are real human beings or anything. Yes, that was sarcasm.
Yes and what about the older people living off of social security..they obviously do not have kids but meet the other criteria. The program has merit but needs to expand the requirements. It needs to be government free also. Disappointed but not surprised at verizon and at&t. One more question..what took you so long??
There are separate discount programs that are for adults 65 and over only. Disability included too. And, this site is a scam anyways. Call the number and it says disconnected.
I totally agree!!! this just sux! The price of cable is astronomical as it is! it only costs them a few cents to run it per month, but they charge up the wooha just to make a friggen profit… Forget those whose kids have grown and gone… I have to try to scrape up just enuff to pay this friggen bill… just so the already rich can get richer! I’m actually thinking of calling the cable co. and tell them to stick it where the sun don’t shine, or lower my bill to at least 1/2 of what it is!
You know “Guest” maybe the low-income family had a single parent working full time, paying their bills & contributing to taxes & such for years but had a medical condition take them out of the working world & put on disability because they were sick. Try raising 3 kids out of 4 on $1000 a month where rent is 600, electric is 150 & water is 80 a month. Not including gas, insurance for my paid 89 honda accord that needs 1000 in repairs but can’t afford it. How can you sit here and judge us? You think I LIKE being in poverty? Not everyone is looking for a handout! Not everyone wants to be in this situation. Think about that next time you comment on something like that! This just makes it easier for people to access internet at home to maybe continue online education, for their children to do research? Think before you speak! Your words do hurt others.
No one is judging you. The situation sucks. However, if you get $9.99 internet why doesn’t everybody else? Hopefully, you will get what you pay for. It can’t be too much faster than dial-up.

That’s right im just about done with Verizon. i use to like them alot now they are just plain greedy and the customer service sucks. no senior or veteran discount and also no BUNDLE for having home business and freaking cell phones if no one complains they just keep taking more and more i pay almost 400 a month!!! I think they forgot we pay the check they try to take care of their families with.

Hey dumb ones, it doesnt raise taxes for a company like comcast to offer low income anything. And no-ones eating the difference. Do the math….400,000 paying 60+ a month…0 paying 9.95 a month. Theyre just adding more customers at 9.95 a month. Could potentially give them millions of more customers. Same with the phone thing. Probably backed by at&t or someone. And NOT adding to anyones taxes. I really hate dumb people. Besides that, how can people say they want help in the U.S., want our charity money and such to stay in the U.S. and help us, not other countries, and here are companies trying to do that for our people in poverty, (which, doesn’t take much these days), and, you run them into the ground? For helping us out? Move to another country. See if you’re bitching then.

Yeah, what about handicapped and seniors living on small fixed incomes? The lowest price Comcast has for a neighbor who is life long handicapped and lives on $700 a month is $29.99, no exceptions.
I think any type of assistance is a good thing as long as it’s done in moderation, and with some types of controls that wont allow a free for all.

This is the biggest bunch of crap I have ever seen. I work my ass off as a teacher/coach/after school tutor to make enough money to support my family. My wife and I decided that she would be at home to raise our kids. That meant her walking away from $52,000 a year. We are responsible people. We pay our bills. All of them. Where’s my handout? I’ll tell you where it is — I don’t want one. if I couldn’t pay my internet bill then we would have internet. Why don’t people get that? Everybody is not entitled to everything.

TV used to be free to everyone. Now they charge ridiculous fees. The broadcast networks pay $0 for their licenses and we all have to pay for content we got for free not that long ago. They are all gangsters. I lightly applaud the FCC but it seems they are still just shilling for the big media companies trying to get them even more subscribers, knowing that many people who come in at $9.99 will pay to upgrade services.

Low income people might get a break because the cable companies have chosen NOT to gouge them like they do everyone else and that ANNOYS you because you arent being offered the same rate. Even though this costs YOU nothing, you resent what you claim is your lack of a handout when you are living off the government teat as a union employee. How much did you pay last year towards your health care or your retirement and how does that stack up with those in the private sector? OH but you dont get a handout – you work “hard”. What about the guy that does construction for a living but still doesnt make more than a poverty level income? I guess he doesnt work hard too? How about you save your rage for the cable company that charges you probably more than 10 times what the service actually costs them to provide? When your benefits and salary are brought in line with the private sector you can complain about others getting a free ride. until then zip it.
On a separate note, I agree that the cable companies should consider expanding this to low income seniors and the disabled. Having kids in the household is irrelevant, particularly since those kids probably have internet access at school and at the local library.

The qualifications make it pretty clear it’s about the next generation and fostering adoption among people who don’t ever use computers and/or view them as a luxury, not people with iPhones who eat a lot of cheap and unhealthy food in order to afford their data plan.
Adults are poor for different reasons, but kids are only poor because their parents are. Yet all kids need access to the internet and they also need to be computer literate in this increasingly online world.
Obviously, I’d like the internet to be cheaper for everyone, but I’d also like there to be more computer-literate American kids able to do their homework…so while I wish I qualify for ten-dollar internet, I’m happy that others will. I don’t know why self-sufficient folks get so angry when they don’t get help that they don’t need, and feel so bitter towards those who struggle. It’s not even taxpayer-funded.
And it’s easy to say “use the library,” but they have enforced time limits for computer resources. There’s nothing worse than seeing a kid working on a school project bumped from a public computer so somebody can check their facebook.

I think that providing discount services to low income families is a good thing when it’s done in moderation and in a controlled way.
If anything it’s motivation to push harder for bigger and better things.
Lowincomecable.com offers discount cable TV service and many of these residents maintain satisfactory accounts and eventually move up to higher paid plans as situations improve.
I think it’s good for business.
You people think you know it all. I am recently divorced. I planned my children. I could afford them. I work my ass off to give them the things they had before the divorce. I’m embarrassed to say i was on this website looking for cheaper internet now that i know what people think. I have always worked long hours to provide for my kids. Now that I’m their only provider, im trying to save money where i can.
This is definitely a good idea and a plus for low income families. there should be more programs like this.
