The United States list covers states that have made tax and other changes to make them the most attractive.
The Universe list covers places where actual production costs are being spent, and includes prior (non-new) programs from the way it reads.

I cannot believe MI even made the list. I mean since they cut the 42 percent everything has dried up.
Only thing it explains is why lists like these are a waste of time. It doesn’t explain how they got paid for comming up with lists like these
The two lists, as explained in the article, are looking at different factors. So comparing them is not possible.
California is drying out because it does not have a meaningful incentive like 36 or more other states have and the studio sytem is broken and irrepairable. California now is a state that needs independent filmmakers to make films there. However the investors who invest and drive that train in certain ways, do not want to give up a state which a rebate and/or transferable state tax credit.
These lists make zero sense. California is number five in US but Number One in the Universe? North Carolina is on the Universe list but doesn’t even make the US list? Who put this thing together?

Connecticut ranks above New York on both lists? Connecticut has about 2 things shooting at any given time, New York has like 30.
I think CT pulled in several TV productions in 2010-2011, but I agree NY likely has more.
However, hat’s off for CT for at least pulling in some business. It’s often described as “anti-business” but I think finally trying to pivot.
But how many episodes do Maury, Jerry Springer and Steve tape each day in their respective studios in Stamford, Connecticut?

Ummm…. two things here –
1. Puerto Rico offers 40%, which I believe is the highest incentive in the world
2. The Isle of Man, through CinemaNX, I believe, still offers around $10 million, in exchange for the UK rights, provided you have decent talent attached and will shoot your entire movie on the Isle of Man (which is a great place – rainy, but you can make it work)
Anyways, this list was not put together very intelligently, when you consider the two incentives above
This isn’t a list of the territories with the best incentives – its their analysis of where people are shooting the most. (In their opinion anyway.) Either way, its not very informative or at least – not very well defined.
