First, the 2-year extension of California’s $100 million annual film and television tax credit program passed the full state Senate. Then it had to
pass the Assembly by midnight tonight when this legislative session ends. It did. Now AB 2026 and SB 1197 go to Governor Jerry Brown to sign – and presumably he will. Immediately Hollywood unions and guilds applauded the move. The California Teamsters Public Affairs Council, SAG-AFTRA, Directors Guild, International Alliance of Theatrical Stage Employees (IATSE), International Brotherhood of Teamsters Local 399, Laborers’ International Union of North America Local 724, Professional Musicians Local 47, and the Recording Musicians Association stated jointly:
On the eve of this Labor Day weekend, we are profoundly thankful that our elected state representatives, led by Felipe Fuentes in the Assembly and Ron Calderon in the Senate, demonstrated their commitment to keeping jobs in California for the tens of thousands of men and women working hard to make a living in the entertainment community. Their recognition of the critical importance of this industry to California’s economy through this vote, coupled with the substantial success of the tax credit program, will go a long way toward giving California the opportunity to compete on a more level playing field with the many other states and foreign territories that already offer generous incentive programs of their own.
We encourage Governor Brown to sign the extension into law and look forward with great anticipation to a more stable environment for all the films and television shows that would prefer to shoot here in California.
The tax credit program was put in place in 2009 to help halt the exodus of production from California to other U.S. states and Canada that offer strong incentives to TV shows and feature films. In early June, 28 projects were picked by lottery to receive this year’s $100 million, including Teen Wolf as well as Pretty Little Liars and Justified.

Meanwhile Brown wants voters to vote for a temporary (my ass) tax increase? This ins’t going to stop studios and production companys from filming in the south east, they’ve already build huge lots with sounds stages there.
Oh, I get it now. Giving tax credits for TV and movie production is a-okay, because it creates jobs. But if you are in oil, gas, ag, manufacturing, construction, contracting, etc., you can’t have any help. The jobs you create don’t matter.
And once again the California legislature, the worst elected body ever, shows why they are just that.
So, are they bad because they helped retain jobs in a given industry or are they bad because they didn’t help retain jobs in other industries. Your post doesn’t seem to make that clear.
In June they approved a $68 Billion dollar high speed railway for California, so clearly they’re also creating jobs in construction and other industries.
$100 Million seems like a drop in the bucket in comparison, but the amount of jobs it will help to keep in California is huge.
Yeah, high-speed rail that goes from Merced to Bakersfield (insert your own joke here). Nobody wants it, nobody will ride it, but by all means let’s waste billions because the old hippie Jerry, and labor unions, wants it.
Pathetic.
Really? You need a history lesson. Wake up. Sadie’s the word Hollywood mean anything to you. We must stay competitive in all industry. For now this one is bleeding out the fastest and has the most money at risk. Really?
Huh, $100 million? That will run Hollywood for about two minutes. And where does the money go? “Teen Wolf”? “Pretty Little Liars”? Yeah, MTV needs support from our tax dollars, as does ABC Family.
Used differently, that public money could employ a lot of teachers, police offices, firefighters… you get the point.
Glad to see Sacto has the right priorities in mind.
We need500 million a year. Let’s get going senators and legislators
I guess they don’t really believe in paying their fair share.
It helps me stay employed and able to pay my bills.
Having these incentives in CA gives me a chance to sleep in my house with my family. Instead of being a migrant film worker, because of productions chasing tax incentives from coast to coast.
The railway was approved by Voters not any elected officials .There is no such thing as a temporary tax ,just look back at the temporary taxes imposed after the San Francisco earthquake .
Los Angeles was the king of the entertainment world. Production has left the city! First it was film…long gone! Now it is television! Only 2 out of 24 new 1 hour episodics will be shot in Los Angeles! This city exists because of the entertainment industry. Why the heck is this not daily front page news and the first priority of every local politician!? Does anyone care? SAG/AFTRA? Come on!
Hollywood is to California what Detroit was to Michigan. Are we going to see every other state and country offer incentives to lure our work away, and not counter it with incentives of our own?
The government already gives oil & gas companies tax incentives. There are also farm incentives. We attempt to lure other industries to our state with tax breaks and rebates. Can we please try to keep the industries here that keep our economy strong?
If I can produce a mediocre product in California but can save $300,000 per episode by shooting in Georgia because I just want to make the product and don’t really care about production value, well there’s your answer.
This is a joke, it will reward arbitrarily (lottery) and is a drop in the bucket. For those deluded souls that claim it will help them pay their bills, ok, then be honest, it’s welfare, paid for by others (that 100 mil will be picked up somewhere else). So if you’re on a lottery-awarded tax credit show, you’re on welfare, even if it’s huge welfare in the case of the writing staff for example. And even with the credits now how many hour shows shoot in town. 3? This is what politicians (contribution junkies) and their dealers (unions, who’s leaders all make in the low-six figures by the way) call “optics” – doing something for the sake of appearances for the easily gulled.
Don’t worthy about Cops and firefighters, those guy bully ya with fear of lack of protection! That 100m will probably only keep 20 or so shows in town anyway!
